The Annual Borrowing Plan (ABP) is one of the main instruments used by the National Treasury to inform the market players and the society about the financing guidelines for the Federal Public Debt (FPD) management, including the goals and innovations proposed. This publication, which enhances FPD transparency and predictability, offers a detailed analysis of the actions of the National Treasury, presenting the objectives, guidelines and targets that will be pursued by the Debt Management Office in a given year.
The Annual Borrowing Plan – ABP is a fundamental part of Federal Public Debt planning. The document sets out debt management objective and guidelines, the annual strategy for federal government's domestic and external debts in the market and the reference limits for the main debt indicators, to be met throughout 2020. Thus, it represents an instrument for predictability and transparency of the National Treasury in its commitment of preserving fiscal sustainability and public spending quality.
